Introduction

The purpose of this article is to enumerate and discuss ONLY those factors
  1. which improve education, and are present in West, and absent in India.
  2. which worsen education, and are present in India and absent in West.
The purpose of this article is NOT to enumerate factors that are present/absent in BOTH countries. Hence a large number of factors, such as moral values, greed etc will get dismissed as non-issues. Why? Becuase greed is present in US/West as well as India. And moral values are at same level in India as well as West.

Key reasons why education in India lags

Following are the key reasons why education in India is in very bad shape, and education in West is in far better shape? :
  1. Poor efficiency of teachers : It is well known that teachers in most schools in India, except elite private schools which charge a huge fees. In govt owned schools, the efficiency of teachers is very very low. Whereas in West, the teachers are far more committed. Why is there such a high difference in levels of efficiency?
    1. Lack of the Jury System and Grand Jury System : In India, the only political/legal control over teachers is from officers/Ministers and judges. Whereas in West, there is Jury and Grand Jury to supervise the teachers. This makes significant difference, as Jurors and Grand Jurors are unnexused, and where as officers etc are full of nexuses. The nexused supervision creates two damages in India, not seen in West :
      1. in many cases, unworthy teachers are NOT punished at all, as they have established nexuses with officers/Ministers
      2. the officers often harass worthy teachers who refuse to act the way officers/Ministers want
      3. when the complaint goes to judges, the judges eighter do not have time and so a lot of time is wasted, or te judges also have nexuses with lawyers, and so the same damage we see in administration is replicated in courts.
Since Jurors and Grand Jurors DO NOT have nexuses, the seldom harass fautless teachers and seldom spare the unworthy teachers.

    2. Lack of the Jury System and Grand Jury System : I am stating this reason twice, as it is worsening India's education two folds. Due to lack of Jury and Grand Jury System, the corruption in education dept's officers/Ministers is rampant, and corruption and judge-lawyer nexuses in courts in also rampant. So unless teachers play dirty, they are at a severe disadvantage. As a result, a large number of teachers in India are higly demoralized. In West, due to Jury and Grand Jury Systems, the corruption in officers is very low, and so demoralization is unheard.

  2. Poverty : Due to poverty, a large fraction of citizens of lower strata of the population in India cannot sustain their kids education. Even if school fees are reduced to zero, and books are provided for free, the poverty at homes stiffles primary education. In West, the poverty is low, and hence parents can afford to spend money necessary for kids' education. But why is poverty in India so high. There is along list of reasons; I have enumerated them here.

  3. Lack of funds/lands for primary education : A huge amount of GoI/GoStates funds and lands get diverted to collage education, which starves primary education. In US, collage education is largely privatized, and Govt mostly spends on classI-XII education. This has kep education in better shape.

How can citizens of India improve education?

Trivial.
  1. Steps 1-3: The citizens should force MLAs, MPs and District Panchayat Members to create procedures that would enable citizens to pass laws in District Panchayats, Assemblies and Parliament. Please read LM.01 to see the procedure using which citizens can pass laws in District Panchayats and City Councils. Please read LM.02 to see the procedure using which citizens can pass laws in Assembly. And please read LM.03 to see the procedure using which citizens can pass laws in Parliament.

  2. Step 4 : The citizens of India, using LM.01 can enact the procedure EDU.01). This procedure creates Jury System over teaching staff. This will reduce corruption etc in teaching staff, and would also reduce the defunctness in the supervision that is prevelent today. This will imporve their morale, and improve their efficiency.

  3. Step 5 : The citizens of India, using LM.01 can enact the procedure EDU.02). This procedure creates a system to improve Maths education.

  4. Step 6 : The citizens of India, using LM.01 can enact the procedure EDU.03). This procedure creates a system to improve education of some of the important subjects like Sciences, English, Geography etc .

  5. Step 7 : The citizens of India, using LM.01 can enact the procedure EDU.04). This procedure creates a system to improve education of Law in primary school students. This will enable students to reduce their exploitation at the hands of leaders, officers, policemen, intellectuals and elitemen if and when they grow adult.

  6. Step 8 : The citizens of India, using LM.01 can enact the procedure EDU.05). This procedure creates a system that provides latest information to students about various nexuses in government, such as MLA-criminal nexus, judge-lawyer nexuses, judge-criminal nexuses etc. This will make students think about improving governments at an early age.

  7. Step 9 : The citizens of India, using LM.01 can enact the procedure EDU.06). This procedure creates a system that provides latest information to students about various nexuses in government, such as MLA-criminal nexus, judge-lawyer nexuses, judge-criminal nexuses etc. This will make students think about improving governments at an early age.

  8. Step 10 : The citizens of India, using LM.01-03 can enact the procedure EDU.08). This procedure improves allocation of subsidies for collage education.

  9. Steps 11-13 : The citizens of India, using LM.01-03 can enact the procedures RWE.01-03). This procedures will reduce wasteful expenditure in all sectors, including higher education.

  10. Steps to reduce poverty : Poverty is the biggest reason why primary education in India is in such a bad shape. I have listed the steps that citizens of India can take to reduce poverty here). As poverty reduces, primary education in India will improve.

These TRIVIAL steps will bring India's courts far better than courts of US/West.
