Problem?

Due to higher growth rate, the %-share of muslims in India's population has been increasing in past 5 decades. To be specific, muslims' population has increased from 11% to 13% in past 30 years. Many so called Hindutvawaadi intellectuals are over-exaggerating the problem, but even if exageration is ignored, it is unethical that muslims have higher birth rate as this creates burden on others. There is NOTHING unethical if the ratio of mulsims were to increase strictly by non-forceful conversions, but that is a lesser factor --- their number has primarily increased due to higher birth rate.

IMO, it is necessary that ratio of each relegion remains more or less same, except by conversion without force.



Proposed solution

Following are the 3 legal solutions I propose
  1. Equal Allowance System
  2. Payments for having fewer children
  3. Force, if (1) and (2) fail
How Equal Allowance Systems reduce growth rate

  1. I have proposed some 15 Equal Allowance Systems, each system generates income for every citizen from the natural resource of the country. eg EAS.01 generates income for citizens out of underground water. In each EAS, there is explicit code which discourages every person from having more children. I request the reader to read Section 5B of EAS.01, which is as followed


    Section   5B   : Procedures to reduce population growth
    5B.1 [Person responsible for this procedure/directive: Registrar; Purpose: Population control] Twelve months after passing this law, after re-approval of over 50% of the Corporators a)the Registrar will reduce 33% Allowances of men and women who have more than 2 children, the last children one must be born 2 years after this law is passed. b)the Registrar will reduce 66% Allowances of men and women who have more than 3 children, the last two children must be born 2 years after this law is passed
    5B.2 [Person responsible for this procedure/directive: Registrar ; Purpose: Reducing female infanticide] The Registrar will count 2 or less female children will count as 1 child in case of the above clause
    5B.3 [Person responsible for this procedure/directive: Registrar; Purpose: Reducing female feticide] Twelve months after passing this law, after re-approval of over 50% of the Corporators, the Registrar will give additional 33% Allowances to each parent with 1 or more female child and 66% additional Allowances to those with 2 or more female children.


  2. The above section, which is in EACH Equal Allowance System, gives a strong negative incentive for every person, be Hindu or Muslim, to have fewer children.

Cash payments fpor fewer children

A x% (say 10%) of wealth and income taxes should be distributed amongst male citizens above 18 and female citizens above 14 who have 0, 1 or 2 children, in some ratio, that would encourage them to have fewer children.

For sake of example, following is the scheme I propose :
  1. Payment of Rs 300 per month for those who have 0 male child, upto 2 female children
  2. Payment of Rs 200 per month for those who have 1 male child, upto 2 female children
  3. No payments to anyone else
Of course, some niceties apply like twins, triplets will be considered as one child and so forth.

Force

My opinion is that proposals to provide cash incetives to have fewer children will be sufficient to drastically bring down growth rates of ALL relegions in India to 0%, except that growth may occur due to conversion, which is fine to me as long as ONLY incentives are used and no force is used. But what if incentives fail?

In such a case, 20 years AFTER the economic incentives are given, and if 0% growth rate is NOT achieved, then (and then ONLY) GoI should forcefully implement 2 child norm as follows :
  1. No prison sentence for upto 2 children
  2. If a person fathers/mothers more than 2 children, BOTH will be imprisoned for 2 years
  3. If a person fathers/mothers more than 3 children, BOTH will be imprisoned for 4 more years
  4. If a person fathers/mothers more than 4 children, BOTH will be imprisoned for 8 more years
  5. If a person fathers/mothers more than 5 children, BOTH will be imprisoned for 16 more years
The usual niceties would apply such as twins, triplets will be considered as one child and so forth.

The flaw with above scheme is that it may distort sex ratio. But since the first two scheme gives incentive for female children, they will negate the imbalance third scheme may cause.



Draft of enact the proposed proposal

I have NOT been able to finish the draft of CIVIL.07 so far. But as the reader may note, the proposal's description is unambigous, and can be easily drafted.

The issue of writing draft is a minor one. The problem is passing the draft in the Parliament.

     As again, the citizens can ask MPs to pass this draft. But IMO, it will be wiser for citizens to first enact procedure LM.03, and then use LM.03 to pass this act WITHOUT any help from MPs. To know about procedure LM.03, please click here.
