Why doesnt India have pension system, while West has been having a pension system for several decades?

Introduction
The pension system for elders, handicapped etc in Western countries, such as US, UK etc came in 1930s and has evolved since then. Despite its massive success, India's MPs/intellectuals, be rightists, leftists, Gandhian or centrists, have chosen to ignore completely. India, till date, DOES NOT have any pension worth naming. Only recently, some 4-5 years ago, Central Govt and some State Govts have started giving monthly payments to elders above 60. I strongly support this scheme, but there are too many short comings eg in some States, only elders who DO NOT have male children, are covered. Suffices to say, we still today DO NOT have Western-style universal pension system for elders, blinds, handicapped,unemployed etc.
The purpose of this article is to enumerate and discuss ONLY
- factors which created a pension system for elders in West, that are present in West and absent in India.
- factors which inhibit the creation of a pension system for elders, that are present in India and abset in West.
The purpose of this article is NOT to enumerate factors that are present/absent in BOTH countries. Hence a large number of factors, such as moral values, greed etc will get dismissed as non-issues. Why? Becuase greed is present in US/West as well as India. And moral values are at same level in India as well as West.
Why pension system exists in West and not in India?
The citizens in West has more political powers over administration. As a result, there is more awareness about politics. Hence they have managed the MPs to create and maintain a pension system. There is NO other reason.
But as nexuses of MPs of US/UK etc increases with their elitemen, and as their nexuses becomes stronger and deeper, the MPs are slowly weakeing the pension system, so that taxes on elitemen would reduce and tax-money can be diverted for the benefits of elitemen.
How can citizens of India create a pension system?
Trivial.
- Steps 1-3 : The citizens of India should force Panchayat Members, MLAs and MPs to following laws :
LM.01 ,
LM.02 ,
LM.03. These laws would enable citizens to take subsquent steps.
- Steps 4-18 : The citizens of India, using LM.01-03 can enact procedures EAS.01-14. These procedures will enable citizens to collect royalty from natural resources and divide it equitably. Thus every elderly, handicapped etc person will get a payment along with EVERY citizen. Also, as per EAS.01-14, the elders, handicapped etc have HIGHER share over the natural resources, and so they get more payments.
These TRIVIAL steps will create a pension system for India's elders, handicapped etc.
