Rewiew   of   Bills   By   Jury   -   Section   1   :   Preamble

The Act is to create an administrative procedure, to screen a Bills passed by the Assembly, to further ensure that the Bill is consistent with the will of the citizenry.

| Section   2   :   Format   of   the   act 2.1
|
Each clause of this Bill is a procedure or an instruction and has a list of persons for whom that procedure/instruction is meant for. The instructed person may depute a person to fulfil the task, but the first person shall be responsible for the deputed person.

The rupee amount in this text uses price level of the date on which this Resolution was passed. The officer in-charge may adjust the amount every 6 months using an inflation index issued by RBI.

| Section   3   :   Juritarian   Review   (Screening)   of   a   Bill   passed   by   MLAs 3.1
|
Wheneven a Bill is passed by an Assembly, the CM would seek a "Juritarian Review" from citizenry before sending the Bill to the Governor, unless the Bill is passed by Direct Vote and it has over 50% of YESes from the citizens.

Within 7 days after passing of the Bill by the Assembly, the CM would send the Bill to the District Collectors. Within 7 days, the DC will randmonly select 24 citizens-voters from each Assembly Constituency within that district, and summon them, If a citizen does not appear after obtaining the summom, the DC may impose a fine of upto Rs 1000/-.

Of the 24 citizens per ward, of those who appear, the DC would randomly select 12 and form a Constituency-Jury for each Assembly Constituency.

The MLA who had presented the Bill can appoint a person per Constituency to explain the Bill to the members of the Constituency Jury. In addition, the MLA from that Constituency too may appear to support/oppose the Bill before the Jurors. In addition, the Jurors by simple majority may choose any citizen to explain them the Bill.

The three persons will alternatively speak for 1 hour each on the Bill passed by the Assembly. The presentation would go on for at least 1 day and at most 3 days. It may end before 3 days if over 6 Jurors ask for end of the presentation.

After the end of the presentations, the Jurors would discuss the Bill amongst themselves for at least 2 hours. The discussion would end when over 6 out 12 Jurors ask for termination of the discussion.

At the end of the discussion, each Juror will declare his YES/NO on the Bill. Not declaring YES/NO would mean a NO. The Ward-Jury would have said to pass the Bill ONLY if over 6 members declare YES.

| Section   4   :   Passing   or   failing   of   the   Bill 4.1
|
The CM will send the Bill ONLY if majority of Constituency Juries approve the Bill. Else he will declare the Bill as failed.

For each Bill passed, there will be DIFFERENT set of Jurors. A Jurors who has appeared in a Constituency Jury to screen a law cannot reappear in a similar Jury for another 10 years.
