General Solutions

Following are the main general solutions.

  1. R L P P : I would call it the mother of all nexusless procedures. This is an extremely cost-effective and extremely low nexusprone administrative procedure. It is partially my own original discovery. RLPP is NOT my invention. It existed in the record-keeping business for 10s of years in India and all over the world (eg Indian Railways have been using RLPP, without giving it such a name, for 10-20 years). But it was indeed my idea to use it in a wide-spread way to improve the governance of India. RLPP can be used to reduce nexuses in 1)law-making 2)expulsion/replacement of senior officers 3)allocation of natural resources AND 4)review of major decision.

  2. Elections --- Instead of appointments, elections reduces nexuses and nepotism. In addition, it also improves the quality of individuals who occupy the post. Of course, elections are useless without replacement procedures. But in any case some of the posts such as CM, PM, District Mayor, MP, MLA, District Panchayat Member, District Police Chief, District Education Officer, Chief District Judge, Chief State Judge, Chief National Judge and RBI chiefs should be elected by citizens and not appointed.

  3. Co-recal --- RLPP is a fast and easy procedure to replace officers. But it is not confidential. If the citizenry wants an additional confidential procedure to recall officers they can have procedure of co-recall may be used.

  4. ‘Expulsion by Jury : This procedure reduces nexuses between senior officers and middle/junior officers.

  5. Decisions by Jury : The Constitution and laws should be interpreted by Jurors with help from experts , not judges. And the facts in case should also be decided by the Jurors and not judges. This decreases nexuses of various persons with middle/junior officers.

  6. ‘Giving IDs to each citizens --- Various departments in Govt keeps records of individuals, companies, lands, buildings, owners of lands, owners of buildings etc. In addition, offices also keep records of payments and receipts. The govt laws also require individuals to keep records of his incomes, payments, assets, crimes, pending cases etc. And use of "cross indexes" is a powerful technique to reduce tax evasion and reduce generation and transfer of black money. This in turn also reduces corruption. Lack of cross indexes is the single most important reason why tax evasion in India is so high compared to West.

  7. Recruitment by written exam : This reduces nexuses in the procedure to recruit middle/junior officers.

  8. Randomized transfers : This reduces nexuses between senior officers and junior/middle officers.


As mentioned earlier, these are generic proposals and guidelines. Depending on the specific department, the exact code would change.
