The Act is to create an administrative procedure, using which, citizens can improve control over electricity distribution company.

| Section   2   : Appointments of senior officers 2.1

Within 2 days after passing this law, the Mayor will appoint a Registrar or he may ask an existing Registrar to take the responsibility of the Registrar under this Act.

| Section   3   : Zoning of City 3.1

The Mayor will divide the city into Electricity Distribution Zones (henceforth zone) of 10000 to 50000 homes/offices each, or as suitable number or geogrophical area. For each zone, he will also allocate plots and space along the roads which may be used the electricity distribution companies in the zone. For each zone, the Mayor will decide number of electricity companies that may operate. The Mayor will allow existing distribution company to continue, and will NOT appoint any additional electricity distribution company.

| Section   3   : Procedures for citizens to replace Electricity Distribution Companies 3.1

A citizen can present his ID and specify the serial numbers of (at most 5) companies he approves for distributing electricity in his zone. The clerk will enter the requests in the systems and give the receipt to the citizen. The citizen to change his choices any day any month. The clerk may charge a fee of Rs 2 to Rs 5 to the citizen. Further, the citizen can withdraw his approvals any day.
