Section   1   :   Preamble
  The Act is to create an administrative procedure, using which, citizens can improve students' Maths.

Section   2   : Conducting Exams
3.1 [Person responsible for this procedure/directive: City Education Officer] For each class from classI to classXII, the City Education Officer will enumerate a list of over 10000 multiple choise questions for each quarter. The Education Officer may update the list one every six months. The list will be pubished on internet, and will be also available on CDs. The list will have no copyright.
3.2 The Education Officer will conduct 1-4 tests of computerized test each students every month, as much as available resources permit, where each center will have a group of about 100-500 students who will get SAME 30-100 multiple choice questions chosen at random from the published list of questions. All students in city may or may NOT get the same questions.
3.3 The City Education Officer will ensure that same students DO NOT get same examination centers every time, and that students in same quarter get SAME questions but in different order.
3.4 The students (or his custodian, if he is below 14) will decide the Maths teacher, who may be same or different from the Maths teacher at his school. Any person who wished to be Maths teacher may register himself at Registrar's office by paying a fee of Rs 50/mo. A student can specify his Maths teacher by visting Registrar's office, and specifying his Maths' teacher's name and number. The student can change the teacher any day any month. The Registrar will inform the teacher about the changes in the students'selection. The Registrar may charge a fee from the student for this selection.
3.5 The City Education Officer will ensure that the software gives a score to the student. The software will also calculate the average score of the students in that quarter. Based on a student's score wrt median, the student and his teacher will get a cash reward, as per scheme given in next section, or as decided by City Council.
3.6 The awards will depend on the score and will be as follows
  1. The students who have secured score below Mean/2 will get NO reward.
  2. The students who have scored between Mean/2 to and Mean will get an award of Rs 10.
  3. The students who have scored above Mean and 3/2*Mean will get award of Rs 20.
  4. And the students who have scored in top 1% will get an award of Rs 30.
The Maths teachers of these students will get the SAME award as well.
3.7 The Education Officer may uniformly scale down the rewards depending on the funds allocated to him for rewards by the City Council. The Education Officer will make payments every 4 months in the bank accounts specified by the students and teachers.

Section   4   : Other Details
4.1 The rupee amount used in this text uses July-2000 price levels. The standing committee can adjust the amounts every six months using RBI’s Inflation Index.
4.2 If the officer does not execute a procedure or ignores an instruction stated in this Resolution/Act, a citizen can file a complaint before the Grand Jurors. In case there are is no Grand Jury, the citizens can appeal to the Mayor to setup a Grand Jury. But under this law, a citizen cannot complaint before Mayor, Corporators, CM, MLAs, PM, or MPs.
4.3 The Jurors will judge this Act, guidelines, intentions as well as the facts related to the case
