COMM.02   ---   Portable Phone Numbers Act





 
Section   1   :   Preamble
  The Act is to for phone companies to provide portable phone numbers.

Section   2   : Providing Portable Numbers
2.1 [Person responsible for this procedure : National/District Telecom Regulators] Within 6 months after passing this law, the National Telecom Regulator will issue "national level portable numbers" for a one time charge of Rs 1000 and Rs 50 per month. And the District Telecom Regulators will provide "district level portable phone numbers" for a one time charge of Rs 100 and a fee of Rs 5/mo.
2.2 Within 6 months after passing this law, ALL phone companies will be required to upgrade their technology to support portable phone numbers, and support portable phone numbers. If a person with portable phone number approaches a company which provides service in that district, the company MUST provide service to that person for SAME charge it collects from its other users of non-portable numbers except 1)it may charge connection fee of at most Rs 100 2)charge additional at most Rs 20/mo. If a company fails to provide support portable numbers, the Jurors may punish the company witha fine of upto Rs 100000/day per in which it serves.
2.2 24 months after passing of this law, EVERY phone number of the customer will become property of person to whom the number is given. Henceforth, he would need to pay Rs 5/- per month to the District Regulator to retain this number.
2.3 Each time a person decides to change the phone company for his wired or wireless phone, he would need to inform the existing company to discontinue the service and transfer the number to the new company. The existing company will inform the District or National Telecom Regulator about the change of the company.
2.4 The National/District Telecom Regulators will allow transfer/inheritance over the portable phone numbers.

Section   3   : Other Details
3.1 The rupee amount used in this text uses July-2000 price levels. The Regulators can adjust the amounts every six months using RBI’s Inflation Index.
3.2 If the officer does not execute a procedure or ignores an instruction stated in this Resolution/Act, a citizen can file a complaint before the Grand Jurors. In case there are is no Grand Jury, the citizens can appeal to the Mayor to setup a Grand Jury. But under this law, a citizen cannot complaint before Mayor, Corporators, CM, MLAs, PM, or MPs.
3.3 The Jurors will judge this Act, guidelines, intentions as well as the facts related to the case
