Introduction

Some 120 districts of India are now severely effected by naxalism. The naxalites are numerous, organized, and have managed to create several bases, and have also started collecting "taxes" from locals. This has made them far more powerful than regular violent career criminals. It is a possibility, that they may form a parallel executives and parallel judiciary if they become still stronger. All in all, the perpetual lawlessness, and constant threat of extortion, violence etc has made these districts sterile for trade, industries etc. Even agriculture is becoming difficult. If more and more regions in India implode with naxalism, it will be matter of years before India's economy collapses, and India weakens to a point where it will be taken over by a foreign power like US.

There are several mythical and real causes about naxalism. Knowing these myths and understanding the real cuases are NOT AT ALL necessary to SOLVE the naxal problems. Hence understanding cuases and non-cuases is basically an academic=useless exercise, albeit entertaining for minds hungry for knowledge.



How has naxalism spread

The naxalism has spread in many states of India becuase the existing MLAs, judges, policemen and officers in many tribal/rural areas have cultivated dense nexuses with local landlords and mine-contractors. These landlords and mine-contractors, who have no fear of punishment due to those nexuses, abuse the local commons mercilessly. Instead of punishing them for abuses, the local MLAs, judges, policemen, govt lawyers and officers SUPPORT and assist these landlords and mine-contractors in every way they can. And the local intellectuals from acdemic and media also support these landlords and mine-contractors and do everything possible to cover the nexuses of local MLAs, judges etc with landlords.

I would REPEAT one thing here --- the economic inequality is NOT the reason why elitemen (i.e. landlords etc) are able to torture the commons to such an extent. For that matter, economic inequality is much higher in places like Mumbai and New York, but elitemen seldom get away with such regressive behavior. It is the nexuses of elitemen with local MLAs, judges, govt lawyers etc which enables them to get away from punishments. And since there is no fear of punishments, the behavior of local elitemen with local commons continues to be regressive.

Now everywhere in India, elietemen exhibit regressive behavior, and tend to demean as well as abuse commons. But from district to district, there is a difference in scale and extent. In some districts, like Ahmedabad where I live, the nexuses of local judges, local govt lawyers and local policemen with elitemen is NOT as strong as it in some parts of Bihar. So elitemen of Ahmedabad restrain themselves from indulding into atrocities beyond a point. But in Bihar, they see little reason to restrain themselves. So beatings, rape and even murders are quite common in Bihar.

Now not every victim is likely to become a part of a violent gang and challenge the policemen openly; less than 10% would dare to do so. And unless they reach a critical mass, they will NOT dare go beyond a point. So in a population of 10,00,000 commons, in Ahmedabad, there will be fewer than 1000-2000 persons who have become victims of elitemen's atrocities, like beatings, rape, murder, torture etc. Whereas in places like Bihar, Orissa, Northen Andra Pradesh etc. the elitemen (landlord and mine-contractors) are so vicious and assured of acquittals, that have victimized tens and tens of 1000s of commons. So it becomes possible for disgruntled youth to form a gang that is large enough to take policemen openly. And once that happens, more and more disgruntled youth will join naxal gangs and problem worsens.

Summarizing, the naxal movements are increasing as follows
  1. There are areas in India, where local elitemen (landlords, mine-contrcators etc) and local MLAs, policemen, judges, govt lawyers etc have formed dense nexuses with each other.

  2. Due to these nexuses, the landlords and mine-contractrors know that no matter how much/many atrocities they comit on commons, the policemen, govt lawyers and judges will NOT punish them. So the elitemen comit all sorts of physical and even sexual atrocities on commons, and victimize 1000s of commons every year.

  3. So a there is a army of commons, who are disgruntled to hell, and when even 5% or even 1% decide to take arms, the number is large enough that they would be able to challenge policemen OPENLY. This results into naxalite movement.

  4. In other parts of India, like Gujarat, Western Maharashtra, Western UP, Kerala etc. the nexuses of elitemen with local judges, MLAs etc are strong, but NOT strong enough that they can get away with rampant atrocities like beatings, rape and killins. So the elitemen indulge into LESSER atrocities, hence fewer victims, and so possibility that large gang of armed disgruntled youth will get formed is negligible.

  5. Intellectuals, be rightist or leftist or Gandhian or centrist, ALL over India, be Gujarat or Bihar, support elitemen's atrocious behavior by rationalizing it in the name of history, political culture etc, and DO NOT insist on prompt imprisonment of these atrocity-committers. But still, support to atrocities is less in Gujarat than areas like Bihar. As a result, in areas like Bihar etc we see more atrocities on commons.

To explain, I would give 2 quantitative scenarios.

Consider district of Ahmeabad. Its population is about 50,00,000. Most of the judges, policemen, govt lawyers and MLAs are corrupt, and have dense nexuses amongst each other and with local elitemen. So police atrocities, judocratic atrocities and atrocities by elitemen are quite rampant. Say they victimize 1000 commons a year. Of these 1000 commons, not every one will dare to pick arms. Say 5% i.e. 50 of them decide to pick arms. Also, these 50 may be not be able to unite to form one gang. Say they get divided to form 3-4 gangs. So such 3-4 gangs of size 10-15 criminals cannot create a naxal type situation. Hence there is no naxal problem in Ahmedabad so far.

Now consider some group of districts Bihar of say population about 50,00,000 or so. In Bihar, the judges, policemen, govt lawyers and MLAs are far far more corrupt than in Ahmedabad, and have far more deeper, numerous and denser nexuses amongst each other and with local elitemen. So police atrocities, judocratic atrocities and atrocities by landlord and mine-contractors far far more rampant and intense than in Ahmedabad. They victimize 10-20 times more commons, and abuse is far far more intense, cruel and gruesome. Say they victimize 10000-20000 commons a year. Of these 10000-20000 commons, not every one will be dare to pick arms. Say 5% i.e. 500-1000 of them decide to pick arms. Now even if get divided into 4-5 gangs, a gang of 100-500 armed outlaws can create quite a havoc. This havoc is what we call as naxalism.

Success begets more success. In Ahmedabad, since the number of victims are low, they fail to form a gang that can create a news and some success. But in Bihar, AP etc where number of victims are large, the gang size is also large and they get visibility and can manage some visible resistance. So more and more victims join them.

In short, the whether naxal movement will occur or not depends on how "bold" the local elitemen are when committing atrocities. And this "boldness" depends on how deep/strong nexuses local MLAs, policemen, judges and govt lawyers, have with elitemen, and to what extent intellectuals "rationalize" the police atrocities, judocratic atrocities and elitemen's atrocities. If the atrocities are rampant, eventually number of disgruntled youth will reach a critical mass, and we will see an armed conflict like naxalism.



Why is there is NO naxal-type movement in US/West?

There was a time in UK, when there were naxal type outfits, such as Robin Hood. But as of today, naxal type movement is unheard and perhaps unthinkable in US/West. Why?

Most intellectuals would cite reasons like development, growth rate etc. This is utter nonsense. Several parts of US/West had low economic progress in last centuaries. And even back then, they never had naxal type movements.

The naxal movement is NOT due to poverty or economic inequaility or lack of education. But it is becuase a large number of elitemen, landlords and mine-contractors, commit gruesome atrocities, including sexual assults, on commons, and get away. This getting away is NOT due to economic inequality or lack of education or fate or poverty, but dense nexuses the policemen, judges etc have with elitemen. And courts, prosecution and police in West in West DOES NOT have such dense nexuses with elitemen. So less atrocities, and hence lesser reason for common youth to restort to armed fight against policemen, judges etc.

Another reason naxals thrives in India is lack of commons' support to local policemen, govt lawyers and judges. In US/west, the commons have tremendous respect for their policemen, govt lawyers and courts, and provide ample support if and when needed. In India, due to rampant corruprtion and defunctness, the policemen, judges and govt lawyers have COMPLETELY lost respect from commons. Forget losing respect, the commons in India today viciously hate policemen, govt lawyers and judges INCLUDING High Court and Supeme Court judges. And most commons, rigthly, believe that policemen, govt lawyers and judges would harass them heavily if they were to provide support to policemen by providing information or becoming witnesses against naxals. This only strenghens naxals.

In short, problem like naxalism DOES NOT happen in US/West as
  1. The elitemen have weaker nexuses with policemen, courts, prosecution, and so they committ lesser atrocities on commons, and so fewer commons in West want to take arms against policemen etc.

  2. Due to lower corruption in police, courts and prosecution in West, the commons support and assist their actions against criminals. So even if a large gang comes up in West, it wont be able to become larger, and hence no naxal type movement occus.



Non-factors in naxal movement

One WRONG belief is that naxal movement has increased due to local geography like forests, valley etc. It is ONLY partly true. It is true that geographical features like dense forest, valleys etc make it easier for naxals to operate. But many Western countries have dense forest and have no naxal type movements. And also, naxal type movement is rapidly spreading into planar regions of India. And naxal movement has been rampant in planar region of Nepal for a long time, and no reason to believe that it cant happen in India. Landscape is ONE factor, but a by and large a lesser issue.

Another WRONG belief is that naxalism spreads becuase of economic hardships. This is utter non-sense. Naxal movement is finding 1000s of recruits NOT becuase they are poor and starving, but local elitemen are commiting gruesome physical/sexual atrocities, and local policemen, judges, govt lawyers are assisting them. The poverty is a minor issue.



Myths about naxal movement

Many defunct intellectuals project naxal movement as a movement aimed at improving situation of down trodden. This is some of the worst nonsense one can create --- as non-sensical as believing India's judges are above nexuses or that young men become IAS/IPS officers or become judges or become govt lawyer or become MLA to serve nation !!! We all know that over 99 out of 100 young men participate in election, or become IAS/IPS officer or become judge or govt lawyer ONLY to "get rich quick". In the same way, the young men are joining naxal cadre due to PERSONAL greivences and with the hope of getting revenge and/or some PERSONAL benefits. Neigher naxal, nor anyone in Assembly, judocracy, babudom etc give a damn about the downtroddens.

The naxals are fighting against landlords, mine-contractors, local policemen, local MLAs etc so that they get owneship/control over mineral mines and agricultural land. The desire to create a fair society, with fair/speedy police, courts etc is non-existant in naxal leaders and so non-existant in the foot-soldiers. All in all, there is NOTHING positive about naxals. They do NOT believe in democracy. They DO NOT believe that CM, judges, police chief, govt lawyers etc should be elected and/or recallable. Nor do they support fast/fair procedures like Jury Trial and Grand Jury System. What "change" they want? The ONLY change they want is --- replace existing atrocious landlord and corrupt judges, MLAs, policemen ... with whom ... themselves .... As if they would make better landlords and provide better judges, policemen, MLAs than what we have today.

The only good thing I can say about naxals is that they are NOT more degenerate than local elitemen, local policemen, local judges, local govt lawyers and local MLAs/ And that they are NOT more defunct than intellectuals who rationalize these atrocities of these elitemen and judges etc. The naxals and elietemen/police, both deserve each other. As a common man in India, who is interested in fate of commons and NOTHING else, I would NOT waste tears on eighter.



Why are policemen/leaders in AP, Bihar etc miserably failing in containing naxals?

The naxalism has been rampant in several states of India like AP, Eastern Maharasthra, MP, Chhatisgadh, Orissa, Bihar and Jharkhand. It is slowly becoming rampant in pasrt of Eastern UP which borders with Bihar. All in all, the MLAs/Ministers, policemen, judges and officers of these states have miserably failed to contain the naxal problem.

Why have policemen, judges etc failed?

First of all, naxals are large in number. The policemen are effective ONLY when number of criminals are small.

Second, when number of criminals are large, policemen/judges can be succeeed ONLY if they have commons' support. The reality is that commons ALL OVER INDIA, viciously hate policemen, govt layers and judges. So they get zero support for commons in fighting against naxals.

These two cuases have resulted into a miserable failure of policemen, Ministers, govt lawyers and judges in containing naxal problems.



Can giving plots of land to naxals solve naxalism?

The proposal that private plots or govt owned plots should be "given" away to naxals is extremely unethical. First , consider private plots. It is OK to confiscate private plots, ONLY AFTER PAYING MARKET VALUE, for public purpose like building road, bridge, port, airport, defence camp, courts, police stations, prisons, forests etc. It is ALSO ethical to impose a wealth tax on private plots to cover expenses of military, police, courts, prisons etc. But is flatly unethical to confiscate a private plot just to hand over to someone else.

And proposal of "giving away govt owned plots" is also unethical. The govt owned land belongs to EVERYONE in the state equally, and the rent from that land should be divided equally amongst everyone. "Giving it away" is unethical as this would result into loss of income of commons. Further, the govt owned land belongs NOT only to those alive, but those who will be born in future. Hence it is unethical for govt to "give away" land forever as existing govt has NO right to give tenancy for more than say 60 years.

So the proposal of giving away land is unethical. It ALSO does NOT solve the problem. Giving away of plots would ONLY provide land to less than 5% of the population, and remaining 95% will remain poor anyway. The poverty of remaining 95% will reduce, as when number of employers of landless laborers increase (which happen when a large number of individuals get small or medium sized plots), there is a significant increase in the daily wages. But over the time, the land owners form understanding, and manage to ensure that wages remain low. Hence after some time, the landless become as poor as they were earlier.

So "giving away land" will at best solve poverty problem of ONLY 5% of the problem. And 95% landless will continue to be poor. And the land-owners will start inflicting abuses on landless, and so once again there will be a naxal type problem



How lack of Jury System has worsened naxal problem?

Many problems that occur in India, but do NOT occur in West, occur partly becuase India used judge system rather than Jury System. Lets see how lack of Jury System increases naxal problem.

Consider an elitemen in US and India, such a wealthy businessman or wealthy farmer or a wealthy mine owner/contractor. In both countries, some of these elitemen, not allbut some, would be tempted to committ physical (or even sexual) atrocities on poor for pleasure or to assert their influence. Say an elitemen in US and India comits such atrocities on say 50 commons. Now lets see how Jury System and judge system make difference
  1. In India, ALL these complaints of atrocities will go to 3-4 judges, and if the elitemen can manage these judges, bingo ... he will get acquitted in all these cases

  2. In US/West, each case of atrocity will go to 10-15 DIFFERENT Jurors. So if an elitemen comits atrocity on 50 commons, it may potentially result into 50 complaints which will go to 500-700 Jurors. So the elitemen will have to bribe as well as force 500-700 Jurors to give a favorable verdict.

So not only the Jury System increases the number of individuals the atrocious elitemen will need to bribe by 100-120 times, but even logistics become complicated. Say a judge takes a bribe from elitemen, and thinks of convicting him anyway. In such case, he knows that he will NOT get any bribes in future. Hence "loss of future income" is a factor with judges which forces them to acquit the elitemen after the judge has taken a bribe. Whereas the Juror knows that he will NEVER get repeated. So even if a Juror has taken a bribe, there is NO "loss of future income" if he convicts the eliteman. So chances of conviction, if bribe-giver had actually committed an atrocity, are much higher in Jury System than in judge system. And above all, a judge knows that the eliteman will NEVER abuse him or his family members. Whereas the Juror is a common himself, and knows that he will become common again when the trail ends in few days. So the judges sees no compelling reason to punish an atrocious person, while a Juror is more likely to compell an atrocious person.

All these PLUS points of Jury System drastically increases the chances of an atrocious person getting punished. Hence in US/West, the elitemen, mainly due to higher possibility of conviction due to Jury System, dratically restrain their desire and tempatation to physically/sexually abuse commons. Whereas in India, this restrain is much weaker. Hence number of cases of atrocities in India are far far higher than West, and intensity is also much higher. And such atrocities increase number of youth who join naxal groups.



Non-Solution : steps that will NOT solve naxal problem

I will later show that solution to naxal problem is TRIVIAL. But before that, I would like to comment on some non-solutions.

A large number of so called leftist intellectuals propose that giving agricultural land to poor would solve naxal problem. This is utter non-sense, as less than 5% of landless will get land and rest will remain landless. And given the nexuses existing landlords have with judges, officers and local policemen, it is matter of time that landlords will re-confiscate the land given to poor. So even a large chunk of those 5% will become landless again. Distributing land rent from govt-owned land is a far better option, as this will give income to ALL poor, not just some poor. Of course, this law too will deliver money ONLY after nexuses of judges, Ministers, officers etc with landlords and existing occupiers of govt owned land breaks.

Another useless suggestion is to spend huge amount on education. This defunct and useless suggestion comes from so-called rightist economists. The idea of spending money on education is ONLY to enrich the MLAs and NGOs in the field of education. The suggestion is useless, as given the level of nexuses in NGOs and judges/officers, the money spent on education simply gets siphoned out into the pockets of MLAs, officers, NGO-owners and intellectuals. This will ONLY increase poverty and worsen the naxal problem.

Another useless suggestion is to spend huge amount on roads and so called infrastructure projects like airports !!! This defunct and useless suggestion also comes from so-called rightist economists. The problem is that law/order situation in naxal areas is so bad that no road project can go on, or the cost will just tripple. The contractor can build the road only if he gives huge amount of bribes to policemen to provide necessary protection and in addition, the contractor will also need to give ransom and extortion money to naxals. No honest contractor can afford to do so. And the dishonest contractors will never build the road to begin with. Even after roads are made, the naxal problem will soon ensure that that roads remain unused due to rampant robberies. Even an idiot would agree, that roads should be made AFTER naxal and other law/order problems are solved. Then why do these economists insist on spending money on roads and not on courts and police to solve law/order problem? Becuase the cement and steel manufacturing companies and highway building contracting companies have given bribes to these economists to spread the "gyaan" that spending money on roads, rather than police/courts, would solve the naxal problem.

All in all, solution to naxal problem DOES NOT lie in giving away land or spending money here and there. Solution lies in IMPROVING police/courts and prosecution that would gain citizens' confidence and also take naxals head on.



Solution : what can citizens do to reduce naxal problem in India?

I now believe that one DOES NOT need to understand the cuases and non-cuases of the problems to draft administrative procedures to solve these problems. In case of naxalism too, it turns out that my belief is correct. All in all, understanding of cuases does NOT really contribute to create a solution. Following are the steps citizens of India should take to reduce naxalism :
  1. Steps 1-3 : The citizens of India should force Panchayat Members, MLAs and MPs pass to following laws : LM.01 , LM.02 , LM.03. These laws would enable citizens to take subsquent steps.

  2. Step 4 : The citizens should pass laws to enact procedure CT.02. This law will create a Jury System in every district over policemen, which will create a nexusless way of supervising junior policemen, and thus create a check on policemen. This will reduce police atrocities and make policemen less corrupt/nexused with elitemen. So this will restrain elitemen like landlords from commiting atrocities. Lesser atrocities, fewer recruits into naxal gangs.

  3. Step 5 : The citizens should pass laws to enact procedure CT.12. This procedure will enable the citizens to elect/recall district police chief. This will restrain police chiefs from indulging into nexuses and corruption, and so this will also retstrain junior policemen and elitemen like landlords from commiting atrocities.

  4. Step 6 : The citizens should pass laws to enact procedure CT.06. This procedure will enable the citizens to create Jury System and Grand Jury System. This will restrain policemen as well as private individuals from committing atrocities. As atrocities will reduce, there will be less recruits to naxals gangs.

  5. Step 7 : The citizens should pass laws to enact procedure CT.11. This procedure will enable the citizens to elect/recall district public prosecutor. This, coupled with Grand Jury System, will make prosecution less nexused with policemen, elitemen etc. So atrocities will reduce, and so less recruits to naxals.

  6. Step 8 : The citizens should pass laws to enact procedure EAS.15. This procedure will enable the citizens to obtain a share in land rent from GoI-owned land. This will increase the incomes of poor, and enable them to put a better organized fight against those who may commit atrocities. This will in turn reduce atrocities, and so would reduce naxal problem.

These TRIVIAL steps will COMPLETELY solve naxal problem ALL over India.
