Preface

     This web-page describes RLPP, which is GENERIC template procedure. RLPP is the mother of ALL nexusless procedures. I have used this template to frame some 80 out of the 90+ administrative procedures I have proposed to reduce nexuses in India's administration. RLPP is a procedure by which the billion citizens of India will be able to participate in the Legislatures and dozens of Departments of the Executive at District, State or even National level in a COST-EFFECTIVE and constructive way without cuasing any delay.

     RLPP is NOT my invention by any means. The procedure was used to maintain records for 100s of years all over the world. As a specific example, Indian Railways has been using this RLPP (without giving it such a name) for past 15-20 years. But it is indeed MY orginial proposal to use this TRIVIAL procedure at rank and file in India's administration to reduce nexuses and improve accountability to citizens. So while RLPP is NOT my invention, I would certainly like to take credit of discovering how this trivial procedure can used to improve India's administration.



What is RLPP in a nutshell?

     Superficially, RLPP is similar to a procedure used by Indian Railways, where a person purchases ticket (= similar to a RECIEPT) and the passanger's name, ticket number etc come on a LIST on the train's compratment.

     Following are some details of RLPP
  1. Each citizen participating in RLPP has a ration card or a voter card or a similar ID with a serial number.

  2. For a perticular issue/item, say selection of cable company in the neighborhood or election of some local senior officer, there can be several registered options, each option with a serial number

  3. A citizen can select upto atmost N (say N=5 for example) options of the availble options, after paying a registration fee (of say Rs 2/- to Rs 5/-)

  4. The citizen will get a serial numbered RECIEPT with his ID, the names and serial numbers of the options he has selected, date, time etc.

  5. The citizen can CHANGE his selection anyday after paying the fee.

  6. On some specfic days of a month, the Registrar will issue the lists (in printed form or on web). He will issue at least one LIST per option, showing the citizens who have chosen that option

  7. Based on the changes in the list, the authorities in-charge may take actions

     What actions can authorities take? I will explain by giving 3 examples.
    1)Using RLPP to change senior officers
    2)Using RLPP to change cable company in a region
    3)Using RLPP to overwrite an officer's decision


Details of RLPP --- Example-1 : Using RLPP to replace senior officers

     In "RLPP to replace senior officer", the initial selection of the officer is done by some higher authority or there may be an election by a simple majority. In any case, the FIRST appointment is NOT the part of RLPP; RLPP ONLY provides a cost-effective procedure for citizens to REPLACE the person AFTER the first appointment.

     I will give an example wrt proposed procedures "#EDU.01 - Procedure to Empower Parents". The proposed procedures involve a senior officer titled City/District Education Officer, whose task is to administer education of ClassI-XII.

     Now say the Mayor has authority to appoint/fire City Education Officer in the City. Now RLPP provides a mechanism by the citizens can REPLACE him AFTER the first appointment. The RLPP here has following main parts
  1. Registering citizens' Approvals and printing Reciepts for them
  2. Counting Approvals
  3. Printing Lists
  4. Replacing the officer based on Approval-Counts
1. Registering Approvals and printing Reciepts

     The exact procedure is as follows (the reader may note how similarities between RLPP and railway ticket printing system) :

  1. There is an officer titled Registrar and several clerks to administer the printing of Reciepts and Lists.

  2. Any citizen of India, who wishes to be the City Education Officer in that District, can register himself as a candidate.

  3. A citizen may walk to Registrar’s office any day. The citizen will show his ration card (or any ID) to the clerk and on a slip (similar to slip in railway reservation), the citizen will write names and numbers of upto 5 candidates he Approves. Approval registering is purely optional, a citizen may or may not do it at all.

  4. The clerk will charge Rs 2 - Rs 5 from the citizen as Approval Registration Fee.

  5. The clerk will punch in the ration card number, the name/serial-number of the candidates etc. in the computer. The computer will print 3 receipts similar to railway reservation ticket. A sample lay out of the receipt is shown below. The receipt will have a serial number (called PNR number), date, name and code of the clerk.

  6. The clerk will stamp and sign the receipt and give it to the citizen. On the remaining two copies, he will obtain the thumb print of the citizen. One receipt will stay with the citizen, while other two will remain with the Registrar for records for six months.

  7. A citizen can withdraw the Approvals anytime anyday. Following is the SAMPLE of the layout of the Reciept which a citizen will get when he withdraws his Approval.

  8. A citizen need NOT file Approval each and every month. A citizen needs to file Approval ONLY when he wants to withdraw an Approval or he wants to Approve one more candidate. An Approval will last till the person withdraws his Approvals.

  9. To reduce frauds and to easily arrest the fraudulents, the Registrar may install video cameras in the offices to videotape the persons who are registering their approvals. The Registrar may also use finger print recorders to record the finger prints who are filing the approvals.

  10. The Registrar can create identity cards with finger print along with information like date of birth, place of birth etc. The identity card may also have bar code or magnetic bar for quick processing.


     The above steps describes the RLPP as seen by the citizen.

2. Counting approvals

    The Approval-Count is decided as follows
  1. Suppose a city has 100,000 citizen-voters. Suppose there are 10 candidates for a post. We will call them C1, C2, …. C10.

  2. Suppose a citizen approves C1, C2 and C4. Then
        Approval-Counts of C1, C2, C4 will each increase by 1.

  3. Suppose the same citizen after a few withdraws approval of C2 and approves C1, C5 and C6. Then
        Approval-Count of C2 will go down by 1
        Approval-Count of C4 will not change
        Approval-Count of C1 will not change, as he had already approved C1
        Approval-Counts of C5, C6 will increase by 1

     This is how Approval-Count is counted in RLPP.

3. Printing Lists - Notifying the candidates about Approvals and Withdraws (=Recalls)

     The Registrar will print citizens’ lists (similar to passenger’s lists in railways) for each candidate showing which citizen has Approved him and which citizen withdrew his Approval. The list will be on web-site for free.

     If a citizen Approves or recalls his Approval to a candidate, the Approval count of the candidate changes. But the citizen/candidate must have a procedure to verify that the clerk has not made any mistake in filing the Approval and there was no error in the system. So each week, the Registrar will send a statement to each of the candidates by email for free, and te candidate may obtain a printed copy from a cyber-cafe. The statements will have names sorted by ration card numbers and another statement will have names sorted by the form-numbers.

Replacing the officer based on Approval-Counts

     In the proposed procedures #EAS.01, initially the City Education Officer is appointed by the Mayor. But is over 25% of ALL registered citizens approve a candidate, then the Mayor will appoint THAT candidate as the new City Education Officer. Till any candidate obtains Approvals from 25% citizens, the Mayor's appointee will continue.

     Now after the replacement, say some another candidate gets say Approvals from 25.5% citizens. Should the Mayor replace the existing one with this candidate? As per my proposal, the replacement must have at least 2% MORE Approvals than the existing one. So if the existing City Education Officer has Approval of say 35% citizens, and if another candidate acquires Approvals of over 37% citizens, then only the Mayor will appoint the another candidate as the new City Education Officer. The 2% threshold is to reduce instability.

     So the RLPP to replace a senior officer can be described as ---
  1. The initial appointment is done by a seperate process
  2. A person who wishes to be a senior officer can register himself as a candidate.
  3. A citizen, after paying say Rs 2 to Rs 5 fee, can register his Approvals for upto 5 candidates anyday. The citizen will get a printed reciept for his Approvals.
  4. The citizen may rewithdraw his Approval without paying any fee. The citizen may register his Approval for any other candidates anyday after paying a Rs 2 to Rs 5 fee.
  5. If over 25% citizens have Approved a candidates and he has over 2% more Approvals than the existing officer, the candidate with more Approval will become the new officer.
     So a citizen can be effective without waiting for 5 years, without approaching any netaa/baabu or without approaching any judges. This way RLPP, as far as a common man like myself goes, is far more powerful than the procedure of election, procedure of court trial and any other existing procedure in India's administration.



Details of RLPP --- Example2: Using RLPP to Companies such as say TV-cable company

     IF and ONLY IF, the citizens of a neighborhood want a fast mechanism by which they can change the cable company in their neighborhood, RLPP is one procedure they can adopt. How?

  1. Initially some higher authority can select say 1-5 cable companies in that area. Say the authorities decide that there is room for say 5 cable companies and they allow 5 companies in that area.

  2. Any company which wants to provide the cable service in that area can register itself with the Registrar and obtain a serial number.

  3. A citizen may Approve upto five cable companies of the candidate cable companies. For registering the Approvals, the procedure is similar to one described in RLPP to replace senior officer. The citizen will have to pay a fee of say Rs 2 to Rs 5 per Approval filing and he will get a Reciept from the clerk.

  6. Replacing the cable company based on Approval-Counts
         In the proposed procedures #EAS.01, initially the 1 to 5 Cable Companies are selected by the Mayor or the City Council. The companies are numbered as 1 to 5. But if over 25% of ALL registered citizens approve a cable company, then the Mayor will expel Company No. 5, and allow cabling rights to the Approved Company. If one more company gets Approval of over 25% citizens, and it is 2% higher than the Approvals an existing cable company has, the Mayor will cancel the licence of the cable company with the lowest Approvals, and allow the company with highest Approvals to install cable. The 2% threshold is to reduce instability.

     So the RLPP to replace a cable company can be described as ---
  1. The initial selection of 1-5 cable companies is done by a seperate process
  2. A company which wishes to provide cable service in an area can register himself as a candidate by paying a fee.
  3. A citizen, after paying say Rs 2 to Rs 5 fee, can register his Approvals for upto 5 cable companies anyday. The citizen will get a printed reciept for his Approvals.
  4. The citizen may withdraw his Approval without paying any fee. The citizen may register his Approval for any other cable company anyday after paying a Rs 2 to Rs 5 fee.
  5. If over 25% citizens have Approved a cable company, and it has over 2% more Approvals than an existing cable company, the company with lowest Approvals will have to remove its wires (no tears) and the company with highest Approvals will get the permission to lay cables.
     So a citizen can be effective in the process of expelling and brining in a cable company without approaching a regulator or a judge. This way RLPP, as far as a common man like myself goes, is far more powerful than the procedure of election, procedure of court trial and any other existing procedure in India's administration.



Details of RLPP --- Example3 : Using RLPP to Overwrite a senior officer's decision

     IF and ONLY IF, the citizens want a mechanism by which they can overwrite an officer's decision, RLPP can be used. For example, In the procedure #CURR.01 - Administering Legal Tender, I have proposed a way by which citizens can cost-effectively participate in the process of issuance of new Legal Tender using RLPP. How?
  1. The PM appoints RBI-chief who citizens can replace using RLPP.

  2. RBI-chief will decide if the new Legal Tender needs to be issued. Say he decided to issue Rs 10,000 crore of Legal Tender. Then 60 days before Legal Tender is to be issued, he will disclose his decision and plans to allocate the newly issued Legal Tender

  3. If a citizen agrees with his decision, then he does not need to bother. But if he disagrees with RBI-chief's decision to increase the money supply, he can file a NO by visting the local Registrar's office, and paying Rs 5/- fee

  6. Cancelling the decision to raise the Money (Legal Tender) Supply
         In the proposed procedures #CURR.01, if over 51% of ALL citizens register a NO, then the decision RBI-chief's decision to raise money supply will be void.

     So the RLPP to overwrite an officer's decision, can be described as ---
  1. Initially the officer is appointed by PM/CM etc who citizens can replace by RLPP.
  2. On certain major types of decisions of that officer, citizens have a procedure, i.e. RLPP, to register a NO if they disagree with the decision by paying a say Rs 2 to Rs 5 fee.
  3. The officer's decision is cancelled if over 51% citizens register a NO.


Funding of RLPP

     Will this RLPP be cost-effective every time? First, the cost is a non-issue as the fee is volunteerily paid by the citizen who intends to file an approval or a disapproval. It may or may not bring the desired result every time, but that is true for every known administrative procedure. The procedure will be definitely effective for major decisions like passing a law or changing money supply. For minor decisions, this procedure may not be that effective. For minor decisions, I have suggested a different procedure called Review By Jury .

     But lets take some details of cost. Consider one clerk, with a Personal Computer and a printer. How many reciepts will that clerk print in a day, and what will be the cost to support him?


Time clerk took to enter the information        = at most 3 minutes  
Number of entries a clerk can make in an hour   = over 60/3 = 20  
Number of hours a clerk will work in a day      = 7 hrs/day
Number of forms a clerk can fill in a day       = 20 * 7 = 140
Expenses (Stationary etc) to print 140 receipts = less than Rs 50  
Rent of Computer, Printer  per day              = less than Rs 50  
Maximum (Salary etc) expense of a clerk per day = Rs 250   
Costs of printing  140 Receipt                  = less than Rs 350  
Cost (Salary + Stationary) per Allocation       = less than Rs 2.50  

     Thus, even with Rs 3/- fee, the RLPP is 100% self funded. And with a fee of Rs 5/-, RLPP is very much feasible. And if work load increases, the Registrar can hire more temporary clerks and the transaction fee of Share Allocation will pay for them.



RLPP and population
     The efficiency of RLPP is COMPLETELY independent of the size of population. The size of region be 10,000 or 1 lakh or 1 crore or 10 crore, RLPP will work with practically zero error rate.

     Why?

     In RLPP, the cost of EACH filing is paid by the citizen. So if there are 1000 citizens filing their approvals per day or 10000 citizens or 1 crore citizens, it will practically does not matter. One clerk can support 150-200 RLPP-operations per day and with automatic system, one terminal costing less than Rs 200,000 will be able to support 150-300 operations per day. So RLPP can serve a small Tahsil of size 1 lakh as well as whole country of size 100 crore. In a Tahsil of 1 lakh, it would need say 10 clerks, while in a country of 100 crore, it would need say 100,000 clerks. But in each case, the registration fee would cover the cost, and so RLPP can be executed without any constraints.



Some more techinical details of RLPP

Passbook : Just a bank’s account holder has a passbook, which shows all the transactions of an account holder, the Registrar can provide a pass book to a citizen which have entries of all approvals and withdrawals done by him. This passbook can put an additional check in ensuring the integrity.

Identity problem and frauds : The Registrar can create identity cards with blood group analysis of the person, finger print, hair analysis and DNA-analysis, along with information like date of birth, place of birth etc. The identity card may also have bar code or magnetic bar for quick processing. In addition, the Registrar may use finger print recorder and video cameras to record the persons who are using RLPP. This will reduce the chances of frauds.

An improved version of RLPP : When the Registrar has Rs 200,000 per 50,000 citizens (i.e. Rs 5 per citizen), he can have a system with computer, touch screen , camera to record to the user, a finger print scanner, bar code scanner, magnetic card reader and a small printer. With this system, the citizen can swipe his ID card, use finger print as identification and Approve the candidate using touch screen. The system will print the receipt and the camera will record in case later-on a complaint of fraud etc comes. This system needs no clerks. It would cost less than Re 1 per Approval. The terminals with clerks will exist for those, such as elders, who do not know how to use touch screen based system.

Approval filing over touch tone phones : The RLPP can be executed using telephones as well. The system will accept citizen’s response only from 1-5 pre-specified phone numbers. The citizen can call the Registrar’s phone number and dial his ID-code, password and then punch the codes of candidates he Approves. This system will cost less than Re 1 per Approval to the Registrar, is free lines (like 197) are used. The can charge the expense to the citizen.

Conclusions

     The "experts" were lying when they had asked citizens to forget about DIRECT participation in executive. While I know no way of 100% direct means, I have discovered cost-effective means which mix direct and indirect participation.

     RLPP combines indirect and direct democracies plus points, cancels the minus points of both, in a very cost effective way. The experts who deal with public administration have lied for past 200 years. They kept claiming that direct democracy is infeasible and so the citizens MUST accept indirect democracy with its evil. That was a white lie. The fact is that while 100% pure direct democracy may be infeasible, but a cost-effective COMBINATION of direct and indirect democracy is indeed feasible, cost-effective and more beneficial than 100% pure indirect democracy.



How to enact such procedures?

     Not to mention, installing these procedures in various depratments would need seperate Legislations in City Councils, Assemblies and Parliament. Now if citizens are NOT interested in such Legislations, then there should be no such laws to begin with. But even if citizens are interested in such laws, I dont think Councilors, MLAs and MPs of today or future would show much interest, as they are too busy serving the nexuses they have. IMO, citizens are better-off first creating procedures such as
LM.01 , LM.02 and, LM.03 , and then pass the legislations to enact the Jury-based review procedures.
