Letter    to    MP   
to    pass    Direct-Vote    Act    in    Parliament


Dear Reader

    The purpose of this letter is to make aware the MP, that he should pass the Resolution #LM.03 namely "Direct Vote in the Parliament" to create an administrative procedure that would enable citizens to reguster their YES/NO DIRECTLY in the Parliament on a specific bill.

    If you agree with this notion, that the citizens must have procedure to bypass the MP, I request you to print the below mentioned letter, and mail copies to your MP.

Dear MP,

    I request you to pass a Resolution in the Parliament which will create following procedure in the administration:
  1. To administer this procedure, the PM will appoint an officer titled Registrar per District. Or, an officer such as District Collector may serve as the Registrar.

  2. Any citizen can present a bill to the Speaker of the Parliament by paying a fee of Rs 20,000/-.

  3. Within next 90 days, any citizen can approve/disapprove the bill by visiting the Registrar’s office, showing his ID, providing the proposal's (bill's) serial number, paying Rs 2 to Rs 5 fee and obtain a receipt showing his approval/disapproval.

  4. An MP can register his YES/NO on that bill before the Speaker within next 30 days. And if an MP does not register his vote, it will be considered as a NO.

  5. The MP’s vote will count ONLY for those citizens who have not registered their YES/NO on that bill.

  6. The Speaker will add YES-fractions and the NO-fractions of each of the constituencies on 91st day. If sum of YES-fractions exceeds the sum of NO-fraction, the Speaker would declare the draft as passed.
Example :   Consider a Parliament Constituency with say 100,000 voters. Suppose 40,000 (40%) citizens visit Registrar’s office and file YES and 15,000 (15%) register NO. And 45,000 (45%) don’t act. So 55% citizens have filed YES or NO on that bill. So that MP's vote will only have (100% - 55% = 45%) weight. If the MP votes YES, the Speaker will take 85% YES and 15% NO from that constituency and if the MP votes NO 9or doesnot register his vote), the Speaker will take 40% YES and 60% NO from that constituency.


    Once again, I request you to pass such a Resolution as soon as possible.
