Why policemen in India are more nexused etc compared to those of US --- cause#3 : The procedure to police chiefs in US are more broad based.
In India, ALL district police chiefs are appointed by the state's Home Minister who is appointed by the state's Chief Minister. In short, the Home Minister appoints only those as police chiefs with whom CM/HM has dense direct/indirect nexuses.
The CM in India's states has administrative powers to appoint 100s of district level top-officers in various dept. Same way, HM is also empowered to appoint/transfer 100s of officers. So 1000s and 1000s of individuals inside govt and outside govt queue up to form nexuses with CM and HM. As a result, CM/HM are in India are highly nexused individuals. And decisions they take are almost always product of their nexuses.
Whereas district police chiefs in many districts in US are DIRECTLY elected. And when appointed, they are appointed NOT by governors but by the district mayor after approval of councilors. So one Mayor has power to appoint ONLY 1 district police chief, unlike a CM of India who has power to appoint 1 district chief per district i.e. some 20-30-more district chiefs.
Such deccetralization reduces the role nexuses play in the appointment of district police chiefs.
The policeman in India have much more nexuses and denser nexuses with lawyers, MLAs/Ministers, criminals, elitemen etc compared to policemen of US. This makes them far more corrupt and less efficient. This creates too many difficulties in the lives of us commons.
The policemen in US are less nexused becuase
US has Jurors and Grand Jurors to supervise policemen. Since courts are defunct in India, govt lawyers in India are less afraid of forming nexuses with criminals and passing them unethical favors.
Many district police chiefs are DIRECTLY elected by citizens, and rest are appointed by Distruct Mayors after approval of Councilors. In India, ALL district policemen are appointed by CM/HM.
There is NO easy procedure for citizens in India to expel a district police chief.
Salaries of junior policemen is very low.

Solution : what can citizens do to improve India's police dept?
Steps 1-3 : The citizens of India should force Panchayat Members, MLAs and MPs to following laws :
LM.01 ,
LM.02 ,
LM.03. These laws would enable citizens to take subsquent steps.
Step 4 : The citizens should pass laws to enact procedure CT.02. This law will create a Jury System in every district over policemen, which will create a nexusless way of supervising junior policemen, and thus create a check on policemen. In addition, this procedure ensures that policemen are transferred strictly by a random mechanism, and NOT by discretion of some small group of individuals.
Step 5 : The citizens should pass laws to enact procedure CT.12. This procedure will enable the citizens to elect/recall district police chief.
Step 6 : The citizens, using LM.01 and LM.02, should raise the salaries of policemen, and provide more funds to district police chiefs to buy better/more equipment.
Step 7 : The citizens of India should pass laws to enact
ID.01 procedure. This will enable the junior officers of India to index the crime data, and improve policemen's efficiency.
Step 8 : The citizens, using LM.01-03 should pass laws to decriminalize vics like drugs, liquor, gambling and prostitution. This will reduce oppurtunities for policemen to collect bribes, and would give them more time and resources to chase real criminals like murderers, theives etc
These TRIVIAL steps will make India's policemen far less corrupt/nexused and more efficienct than policemen of US/West.
