Factors why India is behind in nutrition, health, education and aids control
Following are the main types of factors :
Factors due to which incomes/wealth of large number of Westerners is higher. This is because
per capita GDP in West is higher, due to more per capita natural resources and due to higher industrialization
income/wealth inequality in West is lesser compared to India
factors related corruption : lesser corruption in West has resulted in higher effective utilization of govt funds allocated to serve these cuases
Improper priorities : A huge amount of funds in India gets diverted to subsidizing airports, ports, highways, flyovers etc while basic areas like reducing corruption, reducing poverty etc are left uncovered. This diversion is due to nexuses amongst leaders, officers, elitemen and intellectuals. The West has lesser diversion of funds, and so prioerities are more properly addressed.
When analysed further, there are ONLY two core factors
West has lesser poverty than India
West has lesser corruption
there is NO third reason
why problems like lower nutrition, lack of basic education/health and lack of AIDS control exist in India, while West has solved them.
And unless poverty problem is solved, it is literally impossible to improve basic health/education/nutrition and control AIDS, and solve similar problems.
[Aside : There are several NGOs etc who are chronically unethusiatic (i.e. hostile) to simplest solutions to reducing poverty, while at the same time they claim that they want to improve basic education/health/nutrition and reduce AIDS. Everyone, including themselves, know that they know that they are wrong.]
In addition, due to nexuses amongst officers, MPs/MLAs, elitemen and intellectuals, the funds that GoI gets from royalty on natural resources, rent on GoI-owned land and taxes get allocated for areas like subsidizing highways, ports, airports etc and DOES NOT get allocated to reduce poverty, reduce corruption etc. Such diversion is LESS in west, as nexuses are weaker. As a result, problems like lack of nutrition etc are less seen in West.
And to worsen the problem, thanks to judge-lawyer nexuses, judge-officers nexuses and prosecutor-officer nexuses, the judges/prosecutors seldom punich the corrupt officers, and so corruption in rampant in India's administration. As a result, the funds allocated for reducing poverty, health education, AIDS control etc gets siphoned out. This problem, thanks to Jury System, is LESS in West, and so problems like malnutrition, lack of education etc are less.
How can citizens of India reduce problem of lack of nutrition, basic health, basic education and control AIDS?
Trivial.
By reducing poverty, by reducing corruption, and by changing the priority of GoI-funds, the citizens of India can solve provide nutrition, basic health care and education, and control AIDS. How diffuclt is to achieve all these for citizens? TRIVIAL.
Steps 1-3: The citizens should force MLAs, MPs and District Panchayat Members to create procedures that would enable citizens to pass laws in District Panchayats, Assemblies and Parliament.

Step 4 : The citizens of India, using LM.01-03 can enact procedure EAS.15. This procedure will give enable citizens to collect rent from GoI-owned land, and distributed it equally amongst ALL citizens. This will increase income of lower section, without any tax on wealthy individuals, and will reduce poverty.
Steps 5-6 : The citizens of India, using LM.03 can enact a procedure TX.01 and TX.02. These procedures will reduce evasion of incoem tax and capital gains tax. This will reduce the need for regressive taxes like excise, sales tax, octroi, service taxes etc.
Step 7 : The citizens of India, using LM.03 can enact procedure TX.04. This law enables citizens to remove clauses of tax codes, and also expel the officer/Minister who wrote regressive tax code, using "Review by Jury" over a specific clause in an Act related to income tax, capital gains tax, wealth tax, service tax, excise, sales tax, or any other tax.
Step 8 : The citizens of India, using LM.03 and TX.04 can remove regressive taxes like sales tax, service tax, and reduce excise and customs. This will reduce poverty.
Step 9 : The citizens of India, using LM.02 can enact procedure TX.03 at state district level, which will enable the statea and districts to obtain wealth tax. This will reduce the need for regressive taxes like excise, sales tax, octroi, service taxes, entertainment taxes etc.
Steps 10-23 : The citizens of India, using LM.01-03 can enact procedures EAS.01-14. These procedures will enable citizens to collect royalty from natural resources and divide it equitably.
These TRIVIAL steps will reduce poverty, and will thus solve the problem of malnutrition, lack of education and basic health care etc and also solve the problem of AIDS control, as poverty reduces and education improves.
